Who was the ensi?

Ensi is a title for a city ruler that is securely attested in the Early Dynastic period. Writing does not survive from the Ubaid period, so the title should not be placed that early. In practice an ensi was a city’s chief administrator and judge, closely tied to the main temple and its estates. Many inscriptions present the ruler as chosen by a patron deity.

Typical duties of an ensi:

• Oversee temple building, offerings, and cult support

• Manage irrigation, fields, labor, and storage

• Hear disputes and issue judgments

• Organize defense when needed

Some cities preferred the title ensi for their top ruler even when nearby cities used lugal. Lagash is a well known example. In the Early Dynastic period ensi could also carry royal weight, not only “governor.” At Lagash, rulers such as Gudea styled themselves ensi while exercising full royal authority.

Lugal: the “great man” as king

Lugal literally means “great man” and in royal contexts it means “king.” Different cities adopted different titulary, and over time lugal became the standard sign used to write the office of kingship, including as a Sumerian logogram in Akkadian texts. The view that a lugal began as a war leader chosen in emergencies comes from Jacobsen’s “primitive democracy” thesis. That is one influential interpretation, not a settled fact.

What Makes a City?

Before exploring each city, it’s important to understand what defined a Sumerian “city.” Archaeologically, a city in this era (c. 4000–3000 BCE) is characterized by:

• Monumental architecture (especially temples)

• Organized street systems

• Dense urban population

• Administrative buildings

• Large-scale craft production

• Religious centers

These weren’t just large villages—they were the first centralized systems with government, religion, economy, and infrastructure[1].

Eridu: The First City of Idol Gods

Often called the oldest city in the world, Eridu was founded around 5400 BCE near the southern edge of the Mesopotamian marshes, in what is now modern-day Dhi Qar Governorate, southern Iraq. According to the Sumerian King List and religious texts, Eridu was the first city ever created, and it held divine significance as the dwelling place of Enki, god of wisdom and water[2].

Key Features:

• The Eridu temple (E-Abzu), rebuilt at least 16 times on the same site over 3,000 years[3]

• Complex stratigraphy showing evolving religious architecture

• Likely governed by priests, not kings, in its early history

Eridu was more spiritual than political. It laid the religious foundation for urban life and symbolized the sacred relationship between humans and divine order.

The story of Sumer begins in a land shaped by rivers, clay, and seasonal floods. Southern Mesopotamia—literally "the land between the rivers"—formed the geographical foundation of the world’s first civilization. Located between the Tigris and Euphrates Rivers in modern-day Iraq, this region did not possess forests, metal ores, or stone. Yet it birthed agriculture, cities, writing, and kingship. Understanding the geography of Sumer explains how the environment directly shaped every aspect of Sumerian society.

The Fertile Crescent and the Birth of Civilization

The southern tip of the Fertile Crescent was home to ancient Sumer. Unlike the northern regions of Mesopotamia, where rainfall could support crops, Sumer had an arid climate with minimal rainfall (less than 150 mm annually)[1].

Instead, its fertility came from seasonal floods that deposited rich silt across the riverbanks, forming the only environment in the world at that time where large-scale irrigation farming could thrive without rainfall[2]. The rivers, however, were unpredictable. Floods could be destructive or mistimed, requiring technological innovation to control them.

The Role of the Tigris and Euphrates Rivers

The Tigris River flowed faster, had a steeper gradient, and flooded violently. The Euphrates flowed more gently but shifted course frequently[3]. This duality created both a challenge and a blessing: the Sumerians had to develop canals, dikes, and levees to manage these rivers.

Irrigation canals dug by hand diverted water during flood seasons, while dikes held back overflow. Levees helped prevent catastrophic breaches. The first known large-scale canal networks in Sumer were built as early as the Ubaid period and expanded through the Uruk and Early Dynastic periods[4]. The Timeline and Geography of Ubaid Origins

The Ubaid culture began in the southern regions of Mesopotamia—modern-day Iraq—specifically in the area that would later become Sumer. The earliest Ubaid settlements were located at Tell al-‘Ubaid, near the city of Ur, and later spread northward as far as Syria and western Iran[1].

• Ubaid I (c. 6500–5400 BCE): Centered in Eridu, the earliest temple town

• Ubaid II–IV (c. 5400–4000 BCE): Expansion and cultural unification of southern Mesopotamia

These phases laid the structural and cultural foundations for the eventual emergence of Sumerian civilization.

Note: Unlike the earlier Neolithic cultures such as Hassuna and Samarra, Ubaid culture demonstrated long-term settlement planning, complex irrigation, and centralized religious institutions.
